Whilst this looks like it has weakened ECW, the people that have been moved to other rosters needed to be moved up as they have proven themselves. Secondly, the New Talent Initiative is now back in place in ECW so new talent will be showcased by bringing them up from Florida, 4 of which are on this weeks (tonight's ECW).
So it keeps ECW fresh with hopefully hungry new young talent being showcased who can hopefully show enough promise and can match the success and promise of other talent brought up before them, like Bourne and Swagger, with any luck there wont be any Ricky Ortiz's amongst them, if you catch my drift.

In my opinion, you can't say that ECW has lost out, because it's the same company as Smackdown or RAW, plus there's less air time. Isn't the purpose of ECW to be a training ground for new wrestlers to the WWE? I think most people will agree with me when I say that Goldust and especially Shelton Benjamin deserve to move from ECW, seeing as they are vrey established as characters and indeed as wrestlers in the WWE.
I do agree with Glasy about keeping ECW fresh with new talent, because perhaps we should look at the three brands as a ladder, RAW is of course at the top of the ladder, the Premier League of the WWE we could say, then there's Smackdown, which is also aimed more at a younger audience (even though the whole 'E is aimed at families at the moment) and then of course ECW is last on the list, and perhaps you could count Superstars, Dark Matches and House Shows underneath the three main brands.

I think this whole "Donald Trump Trade" thing is rubbish! He supposedly swans in, owns RAW for one week and initiates the trade of 15 superstars?! Even TNA would look at that and think thats not very believeable.
First off, the trade was only friendly to RAW from the start. Gaining Jack Swagger and Evan Bourne will make what has been a very stale RAW product fresh and exciting again. Even the Mark Henry acquisition could be good for them if done correctly.
True, Smackdown did gain the Hart Dynasty, but they had only been on ECW for a matter of weeks and in my opinion were hardly ready for the move to Smackdown as it carries a lot more pressure than the "C" show.
Secondly, ECW was heavily weakened no matter how you describe it. Sure, ECW may well be a glorified development ground, but without some big names in there it won't be interesting to the casual fan that vince so brazenly craves. While us fans relish the prospect of seeing the new Talent Initiative in full effect and want to see people like Yoshi Tatsu and Sheamus O'Shaunessey come through the ranks, if there's no big names for them to fight against, it will all be for nothing. ECW pretty much only has Christian, Tommy Dreamer and maybe William Regal to effectively add name credit, sure, you can say Shelton Benjamin and he is an incredible athlete, but he's missed his chance and won't ever get past United States Title level.
Vince needs to seriously reshape the WWE, starting with re-assessing the status of the shows. Personally, I consider Smackdown to be the A show as it has the more exciting and fresh feuds. CM Punk, Jericho, Jeff Hardy, Edge, Matt Hardy (albeit thanks to the trade, and I guarantee thats only because he's injured!)Rey Mysterio, John Morrison, R-Truth and Dolph Ziggler, that is an awesomely talented roster. RAW has just about clawed back the "B" status thanks to gaining Evan Bourne and Jack Swagger, adding to Kofi Kingston and The Miz as well as Legacy, but the problem there is its the same guys in the main event every time, it always boils down to Batista, Orton, Cena, Triple H and HBK, its so boring! ECW is the "C" show once again thanks to losing its talent, but in weeks to come they'll start to claw back with the new talent but will most likely lose that talent again when they start getting big.
